Pevkur said.

He also believes that such an advantage is the path to success in war, but he says we need to understand that we will never have as many soldiers on the battlefield as Russia. This means that the Ukrainian army should be better equipped, better trained and better motivated.

The Estonian Defense Minister is also convinced that Western aircraft alone will not be enough to change the course of the Russian-Ukrainian war. According to the official, we first need ammunition, especially for long-range systems.

A day earlier, German Defense Minister Boris Pistorius said that the European Union's goal of delivering 1 million ammunition to Ukraine would not be achieved by the end of March 2024. For his part, EU High Representative Josep Borrell said that the target is stocks and new production, but one of the problems is that 40% of production is exported to third countries.

Earlier, Ukrainian Foreign Minister Dmytro Kuleba said that the European Union would probably not be able to implement the plan to supply Ukraine with one million missiles due to the "deplorable state of the defense industry".

A few days ago, Bloomberg published an article stating that the European Union is behind plans to supply Ukraine with one million artillery shells by March 2024. According to the publication, at the moment the initiative has achieved approximately 30% of the planned goals, and considering the volume of signed contracts, there is a risk that it will not be achieved.

On November 13, EU High Representative Josep Borrell stated during a press conference after the results of the EU Council of Foreign Ministers that the European Union intends to donate one million missiles to Ukraine, but it is possible that the promise will not be fulfilled by the end of 2023. This will depend on the speed of ammunition production in factories.

On March 8, during the meeting of EU defense ministers in Stockholm, Borrell presented three proposals for the supply of ammunition to Ukraine. At the same informal meeting of EU defense ministers, the then head of the Ministry of Defense of Ukraine, Oleksiy Reznikov, stated that Ukraine needed one million artillery shells, which would cost four billion euros.

On March 14, the Council of the EU increased the financial ceiling of the European Peace Fund, from which funds are allocated to purchase weapons for Ukraine. This is EUR 7.979 billion by 2027, which should cover additional financial needs. On February 15, the US government signed a defense contract worth over $500 million for the production of artillery ammunition for the Ukrainian army. German Chancellor Olaf Scholz also announced that Germany will increase ammunition production to support Ukraine.

On March 20, the European Union's defense and foreign affairs ministers agreed on a plan for joint ammunition purchases, which provides for the delivery of one million missiles to Ukraine.

On March 23, leaders of European Union countries approved the joint purchase of ammunition for Ukraine and also agreed to supply missiles if necessary.
