Why Ukraine's children desperately need more than shelter and food

Shelter is a joint program of the Red Cross of Ukraine and the Ministry of Infrastructure of Ukraine, which provides for the payment of compensation for free provision of temporary accommodation to internally displaced persons. The amount of compensation is UAH 450 per month for the accommodation of one person in the warm period of the year and UAH 900 – in the heating season.

In July 2023, payments for March began. 75 million hryvnias will be allocated for this purpose, which will go to 29 thousand homeowners in the Donetsk, Zakarpattia, Ivano-Frankivsk, Vinnytsia, Ternopil, Khmelnitsky, Kherson, Chernivtsi, Chernihiv, and Cherkasy oblasts.

In August, the payment of compensation for sheltering displaced persons in April should begin.

The Shelter Program: Who Can Participate?

The main condition is that property owners must be over 18 years of age and accommodate displaced people in their apartments free of charge.

In addition, to participate in the program, you must do the following:

  • Post information about available apartments on your own on the 'Shelter' website. If this is not possible, you can contact your local authorities.
  • At the latest on the next working day after placing the IDP, an application in any form should be submitted, in which the passport details of each of the placed persons should be entered and submitted to the local government authority. This can be done personally or sent by e-mail.
  • Payments are made according to the bank details provided on the application if the homeowner has no utility bill debt.

If you are a displaced person who is currently looking for housing, you need to go to prykhystok.gov.ua, specify the necessary search criteria (region, characteristics of accommodation), select the appropriate option and contact the owner personally.

According to the latest updates of the resource, there are currently about 32,000 housing options in Ukraine. Most offers are located in Dnipro, Lviv and Kharkiv oblasts.

Why payments are not received: possible reasons

According to the Red Cross, if you haven't received your payment, the reasons may be:

  • rectification of personal data of persons who have placed displaced persons, if these data are provided with errors, which makes it impossible to make a payment (wrong bank accounts, wrong surname and first name, fictitious ID number, etc.);
  • adjusting the amounts of accrued compensation, in accordance with the tariff and the number of man-days;
  • deletion of persons from the registers due to refusal to provide assistance or incorrect entry of persons into the register of payments;
  • providing personal data other than those provided by regional military administrations during SMS verification;
  • debts in bank accounts.
