In Ukraine, a large-scale inspection of the Territorial Replenishment and Social Support Centers (TCC and SP) is underway against the backdrop of high-profile scandals and complaints from citizens since the beginning of the full-scale war. New cases regarding military commissars were recently announced by President Volodymyr Zelensky.

The chief military commissar of the Dnipro region "bought cars and apartments during the war"

According to the State Bureau of Investigation (SBI), during the war, the head of the Dnepropetrovsk Oblast TKK and SP Anatoly Pikalo managed to buy property worth over $350,000. According to the SBI, he registered several cars and two apartments in the Dnieper for his father. In addition, he registered a company for a family member that purchased non-residential premises with a total area of ​​approximately 500 m², the department notes.

The officers searched him and his relatives. The regional military commissar faces up to 10 years in prison.

The head of Equal TCK "beat the subordinate and forced him to "beg for forgiveness"

Serhiy Lutsyuk, head of the Rivne Oblast TCK, was informed about the suspected beating of a subordinate military officer. Together with the head of the regional TCK, he beat the soldier with a club and forced him to kneel to "beg for forgiveness". The abuse of military commissars was recorded on a video available on the web.

Employees of the State Bureau of Investigation conducted a search of the military commissar and found the bat in question. Lutsyuk is accused of abuse of power or authority by a military official, committed during martial law. This is punishable by 12 years in prison. The court imposed a preventive measure in the form of pre-trial detention against him.

The head of the Odessa Oblast TCK "bought property worth more than 151 million hryvnias after a full-scale invasion"

The Pechersk court in Kyiv sent Yevhen Borisov, the former head of the Odessa Oblast TKK, to detention for two months with the possibility of release on a bail of UAH 150 million.

According to the investigation, during the period of martial law, members of the suspect's family purchased premium class cars and real estate in the Kingdom of Spain on his behalf for a total amount of over UAH 151 million. At the same time, the official joint income of the family does not cover these expenses.

In Transcarpathia, a soldier "forced the soldiers to build him a house"

In Transcarpathia, the military commissar who headed the regional TCK and SP was unmasked. He allegedly forced his subordinates to build a house for himself, and during the search of the major, a gold bar and Russian and Soviet symbols were found.

The General Prosecutor's Office and the Ministry of the Interior noted that the plot for the house was bought by a soldier during the war and given to a relative. He is charged with Part 5 of Art. 426-1 of the Criminal Code of Ukraine - abuse of power and official duties. The head of the TCC faces up to 12 years in prison.

The Belgorod-Dniester Military Commissariat sabotaged the mobilization

The law enforcers unmasked the leadership of the Belgorod-Dniester Military Committee and the employees of the Military Medical Commission. They organized an extensive network of intermediaries across the country who helped men avoid mobilization for $7,000-10,000, the SBU reported.

According to the SBU, they had accomplices in the Kyiv, Odessa, Vinnytsia, Dnepropetrovsk, Transcarpathian, Ivano-Frankivsk, Zhytomyr, Lviv, and Poltava oblasts. Law enforcement officers conducted almost a hundred searches at the places of residence and work of the participants of the criminal scheme. An investigation is currently underway. The suspects face up to 12 years in prison with confiscation of property.

In Volhynia, an employee of the Military Commissariat "refused" to mobilize

In Volhynia, the law enforcement officers detained an employee of the military commissariat and an official of the city council, who, according to the law enforcement officers, helped the man avoid mobilization.

According to the Specialized Prosecutor's Office for Defense of the Western District, an official of the TCK and an employee of the district social welfare center of the city council received UAH 37,000 from the conscript. For this purpose, he was allegedly promised not to join the ranks of the Armed Forces of Ukraine under martial law.

TCK official in Ivano-Frankivsk region 'helped refugees to flee abroad'

In the Ivano-Frankivsk region, the TCC and SP officer who helped the fugitives to escape abroad was informed of the suspicion. As the investigation showed, together with two accomplices, he helped draw up the decisions of the military medical commission on incapacity for military service for money.

He also undertook to exclude his "clients" from military registration and confirmed the authenticity of these certificates with the State Border Guard, the press service of the Prosecutor General's Office reported. Their services cost between $3,000 and $4,000.

In Khmelnitsky, an employee of the regional TCC "dissuaded" men from mobilizing

In the Khmelnitsky region, an employee of the military commissariat was unmasked, who helped to "smear" conscripts from the mobilization. According to the Ministry of the Interior, he promised to agree with the members of the military medical commission to remove potential conscripts from the lists due to their health condition. As confirmation, the VLK allegedly had to issue certificates of unfitness for service. The "service" cost $2,000.

The perpetrator was arrested and suspended from his duties. Now law enforcement officers are establishing a full circle of people involved in the "scheme" for further prosecution.

The former head of the Zaporozhye Regional TCK "organized illegal subsidies and hid crimes from the court"

Suspicion was also reported to the former head of the Zaporizhia Regional Territorial Center for Personnel and Social Welfare. To date, he heads the Donetsk regional TCC and SP.

According to the SBU, the head of the Zaporozhye regional TCK, he unjustifiably paid the subordinate military personnel an additional salary in the total amount of almost UAH 1 million. It was established that they did not participate directly in the hostilities.

It is also reported that he employed members of a local crime scene to help them avoid prosecution for particularly serious crimes. He was charged with exceeding official powers (part 5 of Article 426-1 of the Criminal Code of Ukraine). The issue of the choice of preventive measure is under consideration.
