The Ministry of the Interior says that thanks to these changes, the buyer gains the opportunity to save time and money.

On Sunday, August 6, 2023, the resolution of the Council of Ministers on changes to the procedure for the first registration of new cars in the territory of Ukraine entered into force. This was reported by the press office of the Ministry of the Interior.

The buyer saves time and money

From now on, car dealerships will be able to register vehicles on behalf of the buyer without a notarized power of attorney. The Ministry of the Interior says that thanks to these changes, the buyer gains the opportunity to save time and money.

Car dealerships were able to generate a power of attorney for the right to represent the interests of the buyer. Now such a power of attorney can be signed by the parties simply at a car dealership and without a notary public.

The power of attorney, as well as the act of accepting the transfer of the vehicle, are created using the Unified State Register. You can put an electronic digital signature on them or sign a paper form - it depends on how convenient the buyer is.

"Transit" license plates became optional

Because car dealerships can generate certificates of acceptance and transfer of vehicles in electronic form, as well as in connection with the abolition of the obligation to inspect new vehicles by the Ministry of Internal Affairs' Expert Service, obtaining a "transit" license, plates for single journeys when registering a new car also become optional.

The Buyer may refuse them, which will be indicated in the act of inspection and/or acceptance.

After signing the necessary documents between the buyer and the seller, the car dealership representative can visit the MIA service center instead of the buyer. And, accordingly, get a vehicle registration certificate in the name of the buyer and license plates - at the same time, the car cannot leave the territory of the showroom at all. And the new owner only has to collect the already registered vehicle from the seller.

Innovation does not apply to used cars

The Ministry of Internal Affairs reminds that, these innovations simplify the state registration of new vehicles and do not apply to used cars.

Previously, for such registration, the buyer had to contact a notary public for registration of the power of attorney if he wanted to entrust the registration of the car to the seller. In addition, it was necessary to install red number plates for one-way trips, so that the vehicle could reach the MSW service.
