TCCs in Ukraine will work around the clock

Territorial Recruitment Centers in Ukraine will operate around the clock and will have the right to consider cases of administrative offenses and impose penalties at any time of the day. Currently, TCC employees distribute notices to citizens who may be mobilized into the army.

The Cabinet of Ministers of Ukraine has made changes to the Regulation on Territorial Recruitment and Social Support Centers. They will now operate 24/7. Specifically, they will have the right to consider cases of administrative offenses and impose penalties at any time of the day.

This was announced by a representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk. In other words, military commissariats can now:

  • Keep records of conscripts, reservists, and draftees;
  • Consider cases of administrative violations and impose penalties;
  • Keep records of vehicles that can be transferred for the needs of the Armed Forces of Ukraine or other military formations;
  • Organize medical examinations by military medical commissions of men considered conscripts or draftees.

Currently, employees of territorial recruitment and social support centers distribute notices to citizens who may be mobilized into the army. In the first reading, it includes the following provisions:

  • People with disabilities of all groups will be exempt from military service. However, for individuals whose disability is of the II and III groups (except military personnel) established after February 24, 2022, a re-examination is provided.
  • The deferment right for employees of law enforcement agencies is being reviewed: SBU, DBR, NABU, prosecutor's office, National Police, State Enforcement Service, Court Security Service, patronage service.
  • As before, servicemen during martial law are granted leave for 30 calendar days in parts. But now the document states that such a part must be no less than 15 calendar days.
  • In parliament, it is emphasized that the bill will undergo changes before the second reading.

The new bill will affect Ukrainians residing abroad. The authors of the document propose to provide consular services to men outside Ukraine only if they have military registration documents.

In this context, we are talking about men aged 18 to 60 years. That is, they will not be able to obtain a Ukrainian citizen's passport or an international passport if they refuse to provide military registration documents.
