The Russians blew up a dam on the Dnieper in Nowa Kakhovka on Tuesday. Only a week earlier, the new law came into force. According to the regulation of the Russian government, in the case of catastrophes of some objects that occurred as a result of “military actions” and terrorist attacks, there will be no obligation to initiate investigations. These provisions are also to apply to the occupied territories of Ukraine.

The Russians blew up a dam on the Dnieper at Nova Kakhovka in the Russian-occupied part of the Kherson Oblast in southern Ukraine. The information was provided by the Armed Forces of Ukraine. More than 80 towns, including Kherson, may be flooded.
The destruction of the dam also poses a serious threat to the occupied Crimea. Water supply is the main problem there.

Last Wednesday, official state websites published Decree No. 873 signed by Prime Minister Mikhail Mishustin: “On the specifics of the application in the territories of the DPR, LPR, Zaporizhia and Kherson regions of the provisions of the legislation of the Russian Federation on industrial safety of hazardous production facilities and ensuring the safety of hydrotechnical structures.”.

The last, 10th point of the regulation states that until January 1, 2028, technical investigations will not be carried out on disasters in dangerous production facilities and hydrotechnical structures that were created as a result of “warfare, sabotage and terrorist acts” – informs Belsat.

This document also contains clauses stating that until September 1, 2023 and March 1, 2024, in the facilities in the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson oblasts, some of the provisions of the federal law on industrial safety of hazardous production and hydrotechnical structures.

The dam is located 5 km from the city of Nova Kakhovka in the Kherson region. A road and a railway line run through the damming. The sluice, which is part of the structure, enables navigation on the Dnieper.
